Kazakhstan And Russia Create Government Commissions On Dnepr Rocket Incident
Astana, Kazakhstan (KAZ) Jul 31, 2006 A joint meeting of government commissions of Kazakhstan and Russia on liquidation of the aftermath of the "Dnepr" rocket carrier's crash will take place during the first decade of August, Ministry of Emergencies told Kazakhstan Today. A decision to carry out the joint meeting was made at a session of the government commission of RK on analysis and liquidation of the aftermath of the "Dnepr" rocket carrier's crash. Representatives of the Federal Space Centre "Baikonur" participated in the meeting. Bolatbek Kuandykov, Vice Minister of Emergencies, advised representatives of Russia that the commission in its activities will be guided by the "Convention on International Liability for Damage Caused by Space Objects," the Agreement between the governments of Kazakhstan and Russia on order of co-operation in cases of emergencies related with the launch of rockets from "Baikonur" cosmodrome. The launch of the RS-20 rocket with a group of satellites on board by the carrier rocket "Dnepr" took place July 27 at 1.43 AM from "Baikonur" cosmodrome. The rocket crashed in the 73 second of the flight. According to "Roskosmos," the rocket carrier crashed because the engine of the rocket's first stage did not complete 10 second of due operation and consequently the engine of the second stage did not switch on. The rocket was discovered near Zhanakala village, at a distance of 150 km from the lift-off area.
