Tokayev said that the lease agreement signed by Kazakhstan and Russia back in 1994 will not be "radically" changed. This was reaffirmed by Russian President Vladimir Putin and his Kazakh counterpart Nursultan Nazarbayev, as well as by the two countries' prime ministers, at negotiations in Astana last month, Tokayev said.
Russia has been leasing the cosmodrome since 1994 under a 20-year agreement for an annual rent of $115 million. However, by mutual consent Russia started to actually pay the rent only in 1999. Last year, it paid $50 million in cash and the other $65 million in goods and services.
Tokayev, the head of a Kazakh governmental delegation, was on hand for the launch of Russia's Progress M1 cargo ship to the International Space Station (ISS) at 4:32 a.m. Moscow time Thursday morning.
